It's sorta SNL. I think technically it aired once, in the Toonces and Friends special that spun off from SNL.

The Dave Foley led me to believe it was Kids in the Hall, but wasn't that lady at the beginning from SNL?

I don't know about the woman, but the guy playing Lincoln is definitely from SCTV.

It featured Joe Flaherty of SCTV and Dave Foley of The Kids in the Hall, but it was an SNL spinoff. I'm not sure, but I think it was kinda a half-assed attempt at a pilot.
